My Lord,

I have the honour to inform Your Lordship that

the necessity has arisen of providing greater assistance to the Electrical Staff of the Public Works Department in connection with the supervision of the electrical fittings and telephones of the increasingly large number of Government buildings and for the better control of private electric light and lifts installations for which latter purpose it is proposed shortly

to amend the Electricity Ordinance.

During the Electrician's recent leave of absence

the services of Mr. A. E. Clarke were obtained temporarily and have proved most satisfactory and I desire, therefore, to recommend that Mr. Clarke be offered the post of Assistant Electrician under the Public Works Department at a salary of £300 per annum rising by biennial increments of £70 to £360 subject to such increase as may be given to similar posts under the proposed revision of salaries. Mr. Clarke will also receive free quarters or an allowance of $45 a month in lieu thereof and a conveyance allowance of £270 per annum.

If Your Lordship approves of this appointment, I should be glad if instructions could be given to the Crown Agents for the Colonies to provide second class passages for Mr. Clarke's wife and two children at an early date. Their address in England is 3 Thrift Cottages, Magdale Road, Dover, Kent.
